Bimal Julka, former Chief Information Commissioner, has been booked by the Gujarat Railway Police on charges including attempted rape, sexual harassment, and criminal intimidation, following a complaint by a 21-year-old woman.

Julka has previously served as India’s Chief Information Commissioner and in senior roles at the Ministry of Information and Broadcasting.
The FIR, filed on April 25, alleges that Julka made inappropriate advances toward the complainant earlier this year. The complaint states that Julka had initially approached the woman to offer mentorship for her brother’s civil service preparation. She alleges that during a car journey to Ahmedabad in February, Julka touched her inappropriately, and later, in March, attempted to forcibly undress her at a hotel in Gandhinagar. The woman told police that after the incident, Julka transferred money to her account. She approached the authorities after gathering what she claims is supporting evidence, including call logs and messages.
The case has been registered under multiple sections of the Bharatiya Nyaya Sanhita, including those related to sexual harassment, stalking, assault with intent to disrobe, criminal intimidation, and attempt to commit rape. Julka has responded with “no comment” when contacted by the press. Police investigations are ongoing.
